Aspects of reformation of the Scientific legislation and the direction of scientific policy in Russia nowadays

• To liquidate the ministry of science.
• To pass all administratively-political functions in area of science to Academy of sciences, of course, saving its internal democracy in inviolability. The question about confluence of 5 academies in one must be slowly decided based on competent and unpreconceived economic calculations and considering of political, social and scientific expedience.
• To set legislatively the fixed minimum volume (in percents from a budget) of annually assigned means for development and maintenance of science, that would be enough to raise technologies of scientific researches on the world level. It will at once attract young people in science and will put on the brakes to the loss of minds.
• To recover economic privileges for state research institutes.
• To set the net of payment of labour in science based on the average one in the country for the workers of state enterprises as the assured minimum. The additional charge to this level must straightly depend both on qualification and on the objective criteria of scientific success (index of quoting, amount of grants, etc.).
• To give up practice of “competitions” on implementation of scientific developments on “state contracts”. It leads to nothing except of a corruption, not the best wins competitions, but the most adroit and “generous”. At the same time, it is necessary to save and even extend practice of state order for the applied developments of directions selectable by state departments (Department of Defense, Department of Emergency Situations, Public Health Department, Agriculture Department , etc.).
• To forbid to the officials of economic and other departments to interfere in the current and perspective planning of academic scientific developments. To create the system of international scientific examination of projects at the decision of questions about their financing.
• To form the system of private and state funds financing scientific developments in the form of grants, especially in the area of fundamental researches and humanities (2 national funds is too little for the enormous country). To create really attractive conditions for sponsors, interested in participating in financing of scientific researches and creation of modern experimental bases both on retribution and on gratuitous basis.
• To give up the idea of confluence of scientific establishments against their own will, on the “economic considering”. The level of autonomy and independence of every research institute must be put in direct dependence on the objective criteria of its scientific success in the world scientific field (index of quoting, amount of grants of all kinds). Only that can be the criterion of subdivision of research institute into categories, instead of judgements of officials, what is “fundamental”, what is “applied”. Nobody has the right to make such border!
• To develop two well financed government programs: the first of support of scientific book publishing and publishing of scientific periodicals (foreseeing parallel translation of the published books and magazines into English); the second of advance forming of experimental base of scientific researches due to the purchase of the most modern devices in the West and due to the reanimation of own, let it be handicraft, production of scientific devices and unique equipment.
• To set inviolability of federal property disposable of scientific establishments. The such property can not be alienated according to no reasons, given to the third persons, mortgaged, sold, etc. The plunder of the state by officials has to be quickly stopped.
• To return the system of accreditation of scientific establishments, giving to it more serious tone. Scientific establishments having passed accreditation must have equal rights not depending on the pattern of ownership.
