   Media Technologies Center JSC (CMTec) listed among Alisher Usmanov structures has started Newstube video service that aggregates video content of nine Russian TV channels, as well

as the resource users. At the moment the service has an experimental character and its owners do not have definite marketing policy.

The company has to invest up to $10 million in marketing to compete efficiently with Rutube and Youtube, as experts consider.

   Now one can watch such TV channels' plots on Newstube.ru website as Vesti, Euronews, TVC, Kultura (Culture), Zvezda (Star), Sport, 7 TV, Muz TV, A-ONE as well as video from GosTeleRadioFond archives.

As say in CMTec, Newstube differs from competitive video services (Rutube for instance) by operativeness of content entry to the website: the resource vis itors can watch news w

ithin several hours after it has been shown on TV.

The website lists now more than 200 000 records since 1994, as it is underlined in CMTec report. Visitors will also place their video clips on the website. According to CMTec executive producer Darya Mityaeva, the company does not have exact plans yet concerning audience and earnings of the project.

"It is an experimental service; therefore it is hard to speak about exact indices. We are going to make two advertising campaigns in summer and autumn, in the Internet mainly, and we will see the result achieved". According to Mrs

Mityaeva, advertising on the website appears only in 2009. Banner ads, as well as video ones, will be placed on the website also. Facilities received from advertising will be shared among content suppliers taking into account the number of video clips browsing.

   Media Technologies Center JSC (CMTec) was started in 2005.

Its core tasks are development and implementation of innovative projects in the Russian segment

of the Internet. CMTec has earlier started two information portals: Pronovosti.ru and 40i.ru. In 2007 CMTec has amalgamated with AF Media Holding that integrates businessman Alisher Usmanov assets in electronic media area. The holding owns such TV channels as Muz TV and 7 TV also.

   Investment manager of ABRT venture fund Nikolay Mityushin says that his fund receives earnings from around five projects, like Newstube, but "none of them has become popular yet. Newstube design is of high quality, therefore it can expect some success". According to Mr. Mityushin, video services have not learned to earn yet, but their popularity is constantly growing. "According to data of Alexa.com resource, since September previous year Rutube.ru traffic has grown almost twice.

On the basis of these data one can assume that the resource has now 8 million unique users monthly, and the number of pages browsing attains 70 million monthly".

   Finam Investment Company demonstrates almost the same level of visits as Rutube – 7 million users monthly.

Thus, the number of Youtube Russian visitors is almost twice more – around 12 million. "Video content topic is popular in Ru.net. Websites of TV channels, printed mass media, news Internet portals experiment with video news", said the analyst of Finam-Information Technologies fund Leonid Delicyn.

"Moreover, there are two powerful and well -known leaders in this area – Rutube and Youtube. Therefore, one has to spend many facilities for marketing in order to form a considerable news audience and bring a new project to the market". According to Mr. Delicyn calculations, Newstube owners have to spend around $7-10 million to promote the portal.

"This money is enough to receive several million users monthly by year end".

   Production of "aspheric optical elements on a machine using nano-positioners" became the first investment project of

Russian Corporation of Nanotechnologies (RCNT; Rusnanotekh). NCP Nanotekh company receives €8,66 from RUR 130 billion allotted by the government to nanotechnologies development. . In RCNT assure they had completed documents passing and expect some scale projects would be approved in the nearest future.

   Recently RCNT supervisory board has approved the first investment project of the corporation. This project is based on the unique nano-positioner used to produce high-quality aspheric optics processed by R&D deputy director of NCP Nanotekh company, doctor of science Vadim Rakhovsky.

Two implementation stages are envisaged: within the first stage (2008-2010) will be designed several high-accuracy, up to 10 nm, machines and small-lot production of optical elements will be implemented, then (2010-2012) follows an industrial production. Overall investments volume by 2010 totals €13 million without the assets paid by a developer.

RCNT invests €8,66 million and receives 50% minus two stocks.

€4,3 million more (25% plus one stocks) invests co-investor (is not exposed). Developers (Vadim Rakhovsky and his Nanotekh company) will invest not money, but other assets, including intellectual property that has been estimated by an independent assessor.

   Within the first stage will be established a special project operating company to implement the project, then it comes within the foreign jurisdiction. A company incorporated in Netherlands will own the assets, including patents and other intellectual property. As explained RCNT managing director Dionis Gordin, co-investor and developer had insisted on implementing the project within the foreign jurisdiction. "We stand for projects and money are in Russia, but our task is those projects where investors want to earn not on a process, but on a result. Therefore when people insist on foreign jurisdiction, we should at least listen to them. We have no right to stop the investment process just because the legislation does not keep up with the realities of innovations market", Mr. Gordin declared and marked that it is an exception and RCNT would not always strip its assets within another jurisdiction.

   "The procedure was rather difficult, the more so as we were the first project, and everything was just developed and debugged", declared Vadim Rakhovsky and marked that on the whole the procedure of application approvement took three months.

He marked that RCNT became the first structure in Russia ready to invest into technologies.

According to him, until now the Russian scientists

could have implemented such project only abroad.

"RCNT is an extraordinarily interesting organization where specialists from the venture business are working and they treat everything in another way", marked the scientist.

   Positioner is a device allowing to move macro objects with high accuracy, for instance, machine cutter. Professor Rakhovsky nano-positioner is based on magnetostriction principle (rod expansion from the rare-earth metals alloy when subjected to external magnetic field) and permits moving macro objects with 0,01 nm step. In this case it goes about an aspheric optics or aspherics – optical systems, which details' surfaces are not spherical.

Aspherics allows eliminating most traditional defects of an ordinary optics and removing distortions, spherical aberration in particular.

Moreover, one aspheric lens replaces three-four ordinary ones. Until now the wide use of aspherics has been encumbered with its complexity of calculation and production.

However, in 2007 the world market volume of aspheric optics exceeded €7,5 billion.

   Vadim Rakhovsky team and his Nanotekh company already produce nano-positioners. "One of their positioners is on Goznak, and it makes cliche for large banknotes, so we can see Mr.

Rakhovsky products every day", explained in RCNT. Rakhovsky nano-positioner has not been used yet to produce precision optics. One has to join several technological chains to implement a project, therefore separate works will be executed by contractors.

In RCNT specified that these companies had been already chosen, but refused to name them.

"We are obliged to take into consideration a developer concerns, even if he is afraid someone repeats his technology", stated in the corporation and marked that one could determine by a company-contractor name "what kind of, for instance, linear drive will be".

  It RCNT say the inconsiderable investments volume should not confuse, as it can surge after the mass production launch. Soon RCNT will approve several projects more and the investments volume will be rather higher. "It is the first project and it is squeezed out. But our aim was to establish co-operation, including within the corporation.

We have been longing for this and it has finally started to run", declared Mr. Gordin and marked that "projects conveyer" is already launched and it has been the task of RCNT head Leonid Melamed to start it.

   Rostecnology State Corporation introduced to the Ministry of Transport offers about the transfer to ownership of the state stockholdings of State Transport Company "Russia" and OJSC Vladivostok Air.

The Corporation also plans to take control over the less significant assets, such as AiRUnion, OJSC Saratov Airlines, Federal State Unitary Aviation Enterprise (FSUAE) Kavminvodyavia, Federal State Unitary Enterprise (FSUE) Orenburg Airlines, Federal State Unitary Enterprise (FSUE) Uchebno-Trenirovochnyjj Center.

If the plans of

the State Corporation will be realized, a new company can appear in Russia outstripping Aeroflot on the internal market. The State Corporation asks to transfer it these assets under the condition that all FSUEs will be restructured into OJSC.

   In Rostecnology renounced to comment information about the possibility of aviation assets receipt.

In STC Russia marked that did not hear yet about the new initiatives of Rostecnology.

In the Federal Air Transport Agency (Rosaviation) of the Ministry of Transport of the Russian Federation mark that they support the idea of air companies' consolidation, however, the department did not receive any documents concerning the issue of amalgamation of all listed air enterprises.

   Till recently Rostecnology appetites were much more modest.

Recently the Ministry of Transport introduced to the government the draft document about the transfer of the state shares of the companies to Rostecnology State Corporation that are planned to integrate to OJSC AiRUnion. The transfer terms depend on the

terms of assets estimation.

"On the first stage – more than the controlling stock interest, than their share will decrease during the additional emission", said earlier Alexander Misharin, the deputy minister of Transport of Russia.

In future during the additional em ission or IPO is possible the share decrease of Rostecnology in AiRUnion. In January the head of Rostecnology Sergey Chemezov sent the letter to the president with the offer about the transfer of the state stockholding of AiRUnion stocks to the State Corporation.

In AiRUnion alliance did not comment the new initiative of Rostecnology.

   As reported to the journal ists Alexander Tikhonov, the department director of the Min

istry of Transport, the bill draft of the corresponding decree of the president and regulation of the government about the transfer of AiRUnion are already prepared, and the offer is coordinated with the Ministry of Economic Development and Trade and introduced to the government. He underlined that it would be done not to delay the consolidation of companies that will enter AiRUnion. "It is offered to transfer these assets to the Corporation, so that afterwards Rostecnology would establish AiRUnion with the participation of private companies", Alexander Tikhonov explained.

According to him, the transfer of AiRUnion assets will not demand the additional coordination with the Ministry of Finance and the Federal Antimonopoly Service.

   "If Rostecnology consolidates all indicated assets and for their management will be hired highly professional managers, this, probably, will result in establishment of indeed competitive air company", supposes Oleg Panteleev, the head of analytical service of "AirPort" agency. "However, if all results in control over money flows, and the civil aviation has high turnover of facilities, so the final will be rather sad", he marks. "But if they succeed to consolidate the stockholdings of all air companies, the total volume of transportations of the established company can surpass Aeroflot Group on the airlines within Russia by scales, although Aeroflot still remains beyond the reach in international transportations".

Federal Security Service (FSS) of the Russian Federation issued the cellular operators MTS and VimpelCom permission for permanent operation

of Blackberry mail service. This year the companies are able to give users 16 000 cryptographic smartphones.

Experts consider that the main users of Blackberry will become the Russian offices of the western companies – the

Russians prefer local products for information defense.

The fact of receipt of FSS permissions for permanent operation of Blackberry – systems of cellular email in which a message is transferred to smartphone ciphered – confirmed the press-services of MTS and VimpelCom. MTS press secretary Irina Osadchaya specified, that within the year the company is permitted to import 7800 Blackberry devices of models 8100 Pearl, 8300 Curve, 8700g and 8800.

VimpelCom received approximately the same quota, however, will import only one model – 8700g.

Cost of equipment and services of VimpelCom and MTS are not exposed.

For example, in Ukraine, where MTS provides Blackberry service, smartphone (it is produced by the Canadian company Research in Motion) costs about $300. Blackberry mail service costs $8300 (set in the office of the corporate client). User fee is $60 a month.

MTS and VimpelCom wanted to start Blackberry service already in 2005. FSS was against.

In opinion of its representatives, the standard of cryptoprotection and location of servers in

the offices of users did not provide the special services the opportunity to check the email.

According to the results of negotiations with operators at the end of the last year FSS gave the go to the import of the limited consignment of Blackberry on that terms that in a year smartphones should be disconnected. Now th is temporal restriction

is removed.

The participant of negotiations with FSB in relation to the fate of Blackberry told on condition of anonymity that information about the location of servers' installation would be passed to the special service.

Thus, Blackberry clients should admit FSS employees to the servers if needed. In MTS and VimpelCom did not give any comments.

Experts treat the prospects of Blackberry sales in Russia with restraint. “Now Blackberry is already not the unique secured mail platform, this market becomes more and more competitive”, says Dmitry Rodionov, the analyst of Finam Investment Company. “The analogical secured solutions give Nokia and Palm now, Samsung and HP plan to lead to the market own platforms this year”. The analyst of ACM-consulting Anton Pogrebinsky considers that the main buyers of Blackberry in Russia will be the offices of the western companies that follow the corporate standards. “From the part of the Russian companies the demand will be very moderate”.

With his arguments agrees the deputy director general of Nvision Group Company for marketing Sergey Golovin: “BlackBerry will be in demand by the western companies mainly – the Russian companies prefer to use alternative developments, including Russian ones”. According to Mr.

Golovin, Blackberry is mainly the PR product: “In fact, similar security level is provided by the correctly customized and served corporate mail server and standard smartphones of employees”.

   On February, 20 ETIRC Aviation Corporation (Luxemburg) will begin factory construction for production of civil very light jets (VLJ) Eclipse

500 in the special regional economic zone (SREZ) "Zavolzhie" near Ulyanovsk.

   Eclipse 500 is the first representative of the new generation of jets. It is a six-seat twin-engine liner, maximal flying distance of which makes 1600 nm at cruise speed 355 mph (408 km/h). Due to small weight, optimized construction and wide use of new technological decisions (for example, new generation engine Ej22) its developers promise to make jets cheaper than existent business jets and more economical in operation. At the cost of more than $1,5 mln (the costs of March, 2006), the overall operating cost per one operation hour will make about $300. For example, Cessna Mustang indices make $2,6 mln and $464 respectively, Adam A700 jet – $2,2 mln and $728 respectively, compare jet developers. The start of mass production at the Ulyanovsk plant is already planned to the end of 2009. As suppose in ETIRC, with its beginning the new segment of the Russian market of air transportations is formed – affordable air taxi that will bind the remotest regions by means of flight connection.

   Experts carefully comment both production and marketing plans of Aviation Corporation. Yevgenij Andrachnikov, the head of DEXTER air taxi project of Air Management Group marks that

the project of plant construction for Eclipse production was begun in the USA in 1996, and they produced the first certificated jet in the middle of 2007. Moreover, for plant construction in New Mexico was spent $1,6 bln, and even Bill Gates was among the investors. Therefore, Andrachnikov opens to question the Ulyanovsk perspectives of the analogical project.

inds that the project of Eclipse 500 production organization in Russia is discussed within several years. In 2006 Vnesheconombank, Eclipse Aviation Eastern Europe (ETIRC structure, responsible for Eclipse project realization) and the company Russian representative office signed the memorandum about the collaboration according to which the bank entered into commitment to invest the project for Eclipse 500 development and realization on the territory of Eastern Europe and CIS countries.

Initially, jet production was planned to locate on the Voronezh Joint-Stock Aircraft Constructing Society (VASO), then it went about the ground

of Ulyanovsk plant AVIASTAR-SP.

The delay in project realization compelled observers to doubt the ETIRC intentions.

Boris Rybak even now carefully comments the today's statements of Aviation Corporation – he considers that Eclipse 500 production is expedient to develop where there are heavy import duties of such machines, and in Russia, on the contrary, they were reduced by 10% at the end of the last year.

   In ETIRC explain the choice of "Zavolzhie" as the place for production by the concentration in Ulyanovsk of specialized enterprises and objects of infrastructure for aircraft building – two airports of class "A", AVIASTAR-SP plant, Higher Civil Aviation School.

   One has to take also preferences into account that Ulyanovsk authorities promise to give the residents of promoted SREZ. The volume of the regional target purpose oriented at "Zavolzhie" support makes RUR 231 mln. These facilities go to provision of industrial ground by engineering communications and creation of other infrastructure.

At least, the Ulyanovsk region entered into such commitments during realization of other projects in SREZ.

It is two of them now – in "Zavolzhie" are constructed the factory of metal structures, the subsidiary of Samara "Elekroschit TM Samara", and factory of the brewing corporation SAB Miller.

    Boris Rybak supposes

that to build the plant from scratch, but not locate the production on the existent aircraft building enterprises, ETIRC decided because of unsatisfactory state of the last. In addition, both Voronezh and Ulyanovsk aircraft building plants are engaged in projects of "Incorporated Aircraft Building Corporation", and they simply can not have free powers, specialists and resources.

   The market perspectives of Eclipse 500 arouse more questions than choice of the ground.

Experts categorically do not agree that this jet will form the park of air taxi operators.

"To compare Eclipse 500 to those jets that are exploited at such air transportations is the same as to compare the

air taxi and ordinary taxi. These are absolutely different machines. Eclipse 500 is intended foremost for business aviation", Boris Rybak supposes. Yevgenij Andrachnikov agrees with him. "Eclipse ideally befits the private flight of jet by an owner in the conditions of the super developed infrastructure and clear sky, i.e., for example, in the USA, where there are 6 000 airports and 9 000 private jets, and in less degree – in Western Europe", he considers. "And Eclipse as a jet for earning money, especially in Russia, is a big question". DEXTER exploits now turbo propelled aircrafts ?101? produced by Nizhniy Novgorod plant Sokol and Swiss Pilatus.

   In the USA Eclipse perspectives connect exactly with the air taxi and business aviation, but also there, considers Boris Rybak, the project ideologists take this for wishful thinking.

"Impressive numbers that use creators of Eclipse 500 is rather the artistic exaggeration – in the USA are produced only first such jets, and the perspectives of this machine are not clear yet", he marks.

   However, Boris Rybak marks that doubt is in the great deal caused by ambitions of Eclipse creators and project novelty.

He acknowledges that market of business jets is, at least, in the USA, develops very dynamically, and Eclipse offer can be in demand there – the jet developers offer the product that corresponds the characteristics of jets exploited now, but considerably less expensive (the market price of Eclipse 500 should make approximately $1-1,5 mln). According to his estimations, the Russian market of aircrafts of business aviation could annually provide realization of 200-300 Eclipse.

World Wide Web development in Siberia and in the Far East

First of all, Yandex data say that 12 % of users of the Russian Internet live (3,5 mln people) in Siberia. The important peculiarity of the district is that the biggest number of news sites of Russia is registered there – 23 % of the general number. By this rate Siberia is in the lead among all districts of Russia. What do these facts say about

? That there is no united information field, characteristic for other districts of Russia with more compact territory and population (first of all, for Ural and Povolzhje), in Siberian federal district.

It is defined by huge territory which yields a bit to neighboring China, and also that on the average population density makes 4 people for one sq.

km. in Siberian federal district. Therefore each region in Siberia is the separate country living under own laws, and very weakly connected even with the neighboring territories.

Novosibirsk, Tomsk, Krasnoyarsk, Irkutsk, Barnaul, Kemerovo, Kyzyl, Ulan-Ude – all these regional centers have their own information field, and people, living in them, are slightly interested in what is happening in the neighboring areas. For this reason in Siberia there are so many news sites and

there is no single, all- Siberian information portal. In Ural such resource exists. In Siberia there is no.

Even more. All attempts to create all-Siberian mass media (and not only in the Internet) have not crowned with success yet.

And nevertheless the majority of the editions pretending to the status of district ones, cannot really maintain the level.

The regions of Siberia differ from each other too much, the distance between them is too big (from Novosibirsk to Irkutsk, for example, there are almost 40 hours by train, and two hours by plane).

One more interesting detail in Yandex report concerns Internet development in Far East federal district.

There is the least number of users (5 % from the whole number, or 1,6 mln people), the least number of electronic mass-media (only 4 % of total amount). But existing news sites are the most active in Russia. The average information portal in Far East federal district publishes 14 news daily that exceeds average Russian index twice.

Certainly, cheapness of the Internet information affects, especially in

the conditions of the Far East where distances and population density considerably differ even from the Siberian.

Activity of Far East portals is created by exclusive isolation of district from the whole territory of Russia. Isolation is not only economic, but also time one, when in Eastern outly ing d

istricts a day begins, in Moscow it already comes to an end. Hence we have such great interest to what is happening "underfoot", but not in far and for the majority of the population unachievable "centre". Who need it, if the majority of people have seen that Moscow only on TV?

Russian company SUP announced about acquisition of Livejournal dot

com – one of the most popular Internet services in Russia network diaries. As they say in the company official report, SUP has acquired company LiveJournal,

Inc., that owns all assets of service LiveJournal, from company Six Apart.

LiveJournal Inc will continue its activity in San Francisco, the USA. The company will manage and operate LiveJournal. It is expected, that 9 employees of Six Apart working with service of LiveJournal, will work in the new company. Six Apart remains with staff of about 150 employees all over the world.

The cost of LiveJournal is undisclosed.

SUP and Six Apart companies have confidential clause that does not allow them to disclose financial conditions of the transaction, as it is informed in the official press release of SUP.

However, experts have estimated that in the nearest future the cost of LiveJournal could reach $100 mln. But today the growth of quantity of users has stopped, and, probably, the transaction sum could make u from $20 to $40 mln.
LiveJournal (or LJ) is Internet service for placing of on-line diaries, assuming possibility of the publication of notes and their commenting by readers. Service was founded on March, 18th, 1999 by American programmer Brad Fitzpatrick. In 2005 company Six Apart acquired Danga

Interactive, the management company of LiveJournal. As of July 6th, 2007, in LJ were registered more than 13 million users. By "Yandex" estimations, in the autumn

the quantity of Russian-speaking users of LiveJournal made 610 000 people. Without advertising incomes LiveJournal makes approximately $4,5 mln a year. As Cnews informs, presently the number of Russian-speaking subscribers of LJ is about 1,35 mln people.

About 523 000 of them are active ones.

As of today in all 1,7 mln active users are registered in LiveJournal.

The total amount of LJ users is estimated as 3,9 mln people.
SUP is a company created by businessman Alexander Mamut and American media manager Andrew Polson.

Russian segment of LiveJournal passed into SUP ownership last year.

In October, 2006 the official contract with Six Apart was signed.

According to this contract SUP got the rights of development and service of Cyrillic segment of LJ. Today in LiveJournal there is about 30 % of Russian-speaking users from the general audience of bloggers all over the world. Only for last year their number has increased twice.

SUP promises to simplify the process of registration and navigation, to modernize system of tags and special forbidding labels, to make easier communication between users of LJ, to make use of widgets accessible.

As it is said in press release, SUP has made more than one hundred changes in LJ code, meant for the program errors correction, they have added new possibilities and removed some restrictions; integrated service with a variety of leading media and online platforms; have started a new platform for ratings and navigation which gives constantly updated report of everything new, interesting and popular contained in LJ; and also, have extended the functionality given to those who use LJ by cell phone.

In this way, Russian owners of LiveJournal will try to add to Internet blogs service more functions which will strengthen its role of a social network.
The founder of service Brad Fitzpatrick noted that he was glad that LiveJournal was acquired by SUP. As he said, he would have more influences as a member of the board, than earlier.

Besides, Fitzpatrick considers that SUP wants to invest great resources in development of products for LiveJournal.

Foreign users in turn didn't take the result of the transaction too actively. Company SUP is not well-known abroad yet.

The new public corporation is created on the basis of state enterprise “Rosoboronexport” and will not demand investment of budgetary means.

Purpose of its creation is assistance in development, production and export of high-technology industrial products, support of the Russian producer on internal and external markets and investments’ attraction to the industry.

Public corporation “Rostecnology” is able to conclude transactions, sell and buy assets, and also go into the capital of Russian and foreign companies, relating to the high-technology military and civil products.

Moreover its contract activity and export-import operations will carry out the only public intermediary – “Rosoboronexport”. Besides, “Rosoboronexport” will reserve the absolute right to deliveries of the Russian military equipment and technology models

to the foreign markets.

Meanwhile specialists mark the unsatisfactory technical state of

the Russian mechanical engineering.

By majority of developments and technologies Russia stopped at the level of 70-80th of the last century.  And only the fourth part of technologies of mechanical engineering industry corresponds to the world level, specialists consider.

According to the officials’ plan, creation of “Rostecnology” must help development of industry and increase the share of high-technology mechanical engineering products in the Russian export.
